This has been a little while coming, but we have some information from Detective Sherman and the corrupt police about the enemy and what they know about the Network.
Yes, this is legit, which I guess I have to specify now that we've got people who think it's funny to impersonate law enforcement.
Sherman, the sheriff, and the rest of the corrupt police believe that there are two forces at work here: aliens, and superpowered vigilantes, and the aliens are the good guys. The police have a deal with the aliens: the aliens help them with the vigilantes, and the police help the aliens. The corrupt cops are being genetically modified by the aliens, given animal qualities, and about 1/3 of the cops have been genetically modified. There's a number of reasons the cops are going along with this, and they're all pretty much what you'd expect.
The sniffer dogs have non-humans among their handlers. They have also been genetically modified with other animal qualities, to detect Network members. As far as we can tell, there's nothing that can be done to throw them off, and they're kept at home with their handlers.
Sherman says the aliens have technology that's so advanced it seems like magic, that whoever is on their side is going to be on the winning side. He's had genetic modifications, but we haven't figured out what yet. He knows that Numbers people have superpowers, but as of now, he doesn't know about the Network's existence. He believes the network is divided, disorganized, and weak.
No one outside of Locke City knows about this. The Sheriff is at the top of the chain of command, Sherman answers only to him, as far as we can tell. But the Sheriff doesn't seem comfortable with the aliens' methods. He says we can only make the best of a bad situation, but there's something he knows that he isn't telling.
Thunder Corp is working with the aliens. The police are charged with taking care of any legal repercussions while they work. They're looking for something underground; the aliens say it's a monster. Once the aliens kill the monster, more of them will be able to invade, and they'll take over the world.
This is somehow related to the Dead District. After the bombing, there was no evidence of any type of explosive, not much fire damage, and there were no real results from radiation and chemical tests. There were pieces of stone found there that matched nothing else in the debris. The Blood Keys are keeping people away from the Dead District, and the corrupt cops are being told not to engage them because of this.
Most of this is from Sherman and the Sheriff, so - feel free to take it all with a grain of salt.
