There isn't always a relation... between what happens before the pulse, and what comes after it.

Well, if it's any sort of government involvement, then chances are there's a good deal of bureaucracy involved. Doing virtually anything even remotely worthwhile takes time. I'm honestly surprised it only took them a month ... if that's the case.

What makes you say - ...government involvement? [It's an unnerving thought - but still not one he is willing to see as plausible. Clearly not even all of the police are privy to whatever conspiracy's going about.]

The FAQ states that the leadership is involved, right? Presuming this refers only to the police force, it is a quasi-public service provided by the government. It is empowered by state government. If the current government pays their checks via citizen taxdollars, then there is certainly some sort of involvement from the government itself. How much government involvement isn't currently clear. It could be local or go all the way to the federal government.

So then, back in the mid-2000s, I nearly joined the CIA. [Well, nearly being he had hoped to join the CIA by getting enough related experience. BUT CLOSE ENOUGH.] They are privy to such top secret information and are intended to carry out such covert operations, that they "strongly encourage" applicants to not even share that they're applying with their closest friends and family. I can only say this because I never actually joined. But covert operations could be anything from torturing terrorists to bizarre, city-wide experiments really.

Honestly, I don't know how it couldn't be somehow related to the government.
