How common is it for people to temporarily lose all their echoes?

He had been staying with a Numbered family. They'd been fighting the system to keep him and the system pulled every legal trick they had to get him out. [So it really sucks.] But yeah, I guess that's all we can hope for.

There wasn't any naming names from the person who told us we must have a leak. Either they don't know, or it's to keep the hotheads among us from going out for blood.
