They probably are. I doubt whatever operation was going on in the LCPD was consigned to one city. It would be a coicidence for them to be here just as we started showing up. Maybe they're everywhere.

I'm not entirely sure. Didn't the aliens who landed here clear that up somewhat? Though there may be some sort of network of renegades. I suppose we'll have to find out.
