Although I can't speak for the entire organization, I also wish to avoid conflict. But what I want to avoid the most is the death of others like Paul Ben.

That incident was unfortunate. The agent responsible has been suitably chastised but I take responsibility. With the data available at that juncture it was unavoidable.

While I'm glad to hear that it's something you want to prevent in the future, "suitably chastised" sounds like insufficient punishment for the murder of a scared teenager and his entire family. As I understand it, all he did was seek help when he was being attacked.

He knew of our operations and was not open to negotiation. Therefore it was necessary to otherwise neutralise his threat.

He was afraid. Fear doesn't help someone get into the right space to negotiate. And what sort of threat could he possibly be? He was barely more than a child!
