Were-whatevers always bite people, or how would they spread it? Except where the writer or designer or whatever takes a minute to think and realizes they have no reason to not just bite up a horde and makes it more complicated.

But most books don't go too much into detail. Besides, you don't want too many were-whatevers, just like how you don't want too many vampires. Competition is never helpful there.

Still, there's usually characters who should really want to spread it around, and if it's that simple it's like, why not? Older whatevers are usually supposed to be stronger, so they could be the bosses or just kill their bite-children.
