There's been a lot of damage, but almost no actual injuries. The main thing the explosions are doing is just racking up overtime for the fire department and the police.

With half the department down in the dead district trying to keep things under control, manpower shortages have led to cops getting shuffled around to cover duties in other departments. Which is why Detective Roth is standing discretely by the main entrance to the mall. There's another officer with one of the dogs present, but as something about Angela seems to make the dogs nervous, they are not stationed together. She looks faintly annoyed by the whole situation. Babysitting teenagers is NOT in her job description.
