As of now, he's playing the role of a man who couldn't care less about the city and its impending downfall at the hands of an unknown threat. He publicly makes light of it to stress the point, laughing at the ineptitude of those around him. Can't they see that this is not how the game is supposed to be played? You don't dive straight into executing a misguided plan. You might as well execute yourself then. No, you have to think. Gain as much knowledge as you can so you can make a well-informed move. Once Matt gets in, he'll find Dick seated at a table by the window, contemplating the bright city beneath him. It'll be at his feet soon enough. In front of him is a chess board, set up to lack more than a few key pieces.]
