"Public property is held in trust by the city. It's not actually 'public'; I've had that explained more than once. I'm pretty sure only subway workers are supposed to be down here." He does lower his voice though his amusement is more than a little evident. While he agrees with the decision to go in as a mob --even one split into three waves-- they're still a mob. Stealth becomes a nonentity once you pass a certain number of people. But no point being a negative nancy here, so he'll keep his doubts about catching this guy to himself.
