Especially given the context. The noise has been frustrating individuals and they are in a constant state of agitation.

It's a simple matter of using idle threats to improve their mood.

That all depends on how much sense they have. The sound does not originate from within the tower or the sewers. Even if someone did use explosives at either site, the noise would presumably continue.

How is creating a distraction different from scapegoating ecoterrorists when we all know that's not what happened?

The word 'scapegoat' implies that an individual or group was used to divert attention. A distraction however, could simply be the explosion in and of itself.
