she is trying to put together some form of resistance/defense i do believe.
otherwise i think just talking to people and learning what's up is probably helpful!!

i've seen one or two things happen, but i either wasn't close enough or equipped to do anything.
luckily, there are enough of us that someone seems to be nearish in emergencies, and many people have useful skills.
oooh, if you think you could train people in some sort of emergency skills, you could offer those too?
