First of all, I'm definitely 100% human, and the alien that I saw wasn't me. Secondly, yes, turians do have mandibles.
Thirdly, the planet they're from is called Palaven. It's not an alternate Earth, given the fact that it has two moons, and its atmosphere allows a lot more solar radiation through. It's why turians have trace amount of thulium in their skin.
