[Looks like the writer is trying to decode their access number: There's some basic ciphers, rearranging/reversing the order, etc. On the left there's a column of different area codes corresponding to some of the numbers, and some scribbled notes on ZIP codes. (There's an aside comment: limited to systems that don't use letters, probably. All of these attempts pretty much end up in gibberish.]
This is getting awfully 'a beautiful mind'-ish :(
Hit the library tomorrow? Gotta check how early it opens.
