Of course, it would only escalate into this, but she's part of the police, and she's horrified at the implications of what the police would do to someone from the network.
Especially with the gruesome video of that poor man who tried to seek help from them.
So dressed in civilian clothing that covers a good deal of her features, hoodie and cap and all, she darts into the building as soon as she's sure the security guard is gone and not likely to come back immediately, making sure to make her steps light so they wont be heard. Ideally Toni would have done something about those security cameras so she would have more time to go around undetected, but those machines aren't her area of expertise.
